Minutes of the 54th WASH Cluster Meeting

Date: 26th May 2010 – 1100 Hrs

Venue: LG & RDD, PESHAWAR, Khyber Pakhtunkhwa



The 54th meeting of WASH Cluster NWFP was held on 26-05-2010 at 11:00 AM in the LG & RDD, Peshawar. Mr. Jamal Shah, Wash Cluster Coordinator NWFP, chaired the Meeting. Recitation from the Holy Quran was followed by a brief introduction of participants. Before formal proceedings, Mr. Rahmat Ghazi, Secretary LCB (a regular participant of the WASH cluster meetings), informed the participants that he was due for retirement on June 2, 2010
and therefore was here in the last cluster meeting to thank all WASH partners for their support and cooperation throughout the IDP’s crisis and rehabilitation phase in the province. WASH partners also paid tributes to him for his contribution for the humanitarian activities and consistent interest.

Agenda Item-2:

IDP’s Updates:

Tank/ D.I. Khan:

WASH Cluster Coordinator informed that the situation has not changed very much; 40,000 NADRA verified families were registered; WASH response was being provided by UNICEF (through IRC, PHED, TMA, & SABAA) & IRD (through VEER & FIDA) through USAID/OFDA funding. He further mentioned that till now, no return plan for these IDPs has been launched & this suggests that these IDPs will be staying for some more time; he suggested that WASH response needed to be organized in Tank / D.I. Khan. He informed that assessment team is now in Mohmand & after that they will report about Tank/ D.I. Khan.

Action point: WHO was requested to ensure provision of Disease Early Warning System (DEWS) in Tank/ D.I. Khan due to threats of diarrhoea spread in the summer.

IRD: The representative of IRD informed the forum that through OFDA funded project they have provided WASH services & facilities to 5000 IDP’s in Tank &

D I Khan including 750 pit latrines, 15 pressure pumps, & have distributed hygiene kits, bathing soaps, aqua tabs, water coolers & jerry cans. He further informed that the 1st phase of the project was with FIDA.

Action point: IRD to share their assessment report of Tank/ D.I. Khan.

UNICEF representative informed that through PO’s & line departments they are providing WASH services; so far in Tank/ D.I.Khan and in Kohat/ Hangu

1, 75000 IDPs were provided with safe drinking water, 1, 47000 IDPs were provided with hygiene kits and 31000 IDPs have access to latrines through UNICEF funding.

Kohat/ Hangu:

KADO representative informed the forum that 31000 IDPs were being registered in Kohat; 2500 families in Hangu & 2500 families in Raisan were also registered other than Togh Sarai camp; he further informed that according to need assessment survey they were distributing hygiene kits; he also mentioned that all activities were being carried out in a very low profile as directed by DCO Kohat. After Kacha Pakha (Hangu service delivery point) blast they were constrained to opt for promoting door-to-door WASH activities.

Action point: WASH coordinator assured that the issue of restricted activities in Kohat and Hangu will be taken in the operational coordination meeting for appropriate action.

IRC representative informed that they are planning WASH activities in Kohat after 1st June, 2010.

IMC representative informed that they also planning activities in Kohat/ Hangu and will share their detail assessment with WASH Cluster Coordinator.

Pak-CDP representative informed that they have hired local staff for their activities in Kohat/ Hangu and will share their proposal with WASH Cluster Coordinator.

SABAA representative informed that through UNICEF funding they are providing WASH services & facilities in Togh Sarai camp to 700 families; he further informed that they are providing latrines, bathing and washing places, solid waste collection points and drinking water.

Action point: WASH response in Hangu was observed to be very limited; and therefore concerned organizations should immediately come forward with solid proposals to improve the situation.

Peshawar Valley:

It was informed that UNICEF & its IPs are looking after Jalozai camp; camp; population is now 1, 10, 000; Palosa was closed and in Benazir Complex camp, PRCS is providing services to 280 families.



Action point: Jalozai phase 7 is congested and CERD has informed that they will adjust the IDPs accordingly.



Malakand Division:

WASH Cluster Coordinator informed that despite large number of organizations working in MKD Division, comprehensive assessment is still an issue in the area; he further said that Upper Swat is still a priority area; Mr. Naik Alam (Mercy Corps), Co-Chair of District WASH Working Group Swat informed that OCHA played a lead role in Upper Swat’s McRAM assessment, As such lower and central Swat have no problems in assessment.

Agenda Item-2: MOHMAND RESPONSE:

It was informed that the return of IDP’s to Mohmand was gradual and about 150 IDPs/ day were returning to their areas of origin; it was further informed that WASH cluster has engaged consultants in Mohmand for comprehensive assessment; Mohmand assessment report will be shared before next meeting. This will help determine what type of interventions we should start in Mohmand.

Action point; Mr. Jamal Shah to share Mohmand WASH need assessment report soon.

CMDO representative informed that they are working in Mohmand & Bajour since 2002 & were IPs of UNHCR; but due to clash of meetings schedules, they could not attend WASH cluster meetings regularly.



Action point: CMDO to improve their proposals and ensure flow of information to WASH cluster.

SARHAD representative informed that they are working in Mohmand since 2007 & were engaged in hygiene promotion and capacity building.

Agenda Item-3: PHRP 2010:

WCC informed that PHRP is under revision & will be finalized this week; it was further informed that revision is based on scenarios shared with cluster; he further mentioned that Saudi team is in Pakistan. He said that Saudi funds will be available only through UN agencies and this funding is against PHRP 2010.

Agenda Item-4: Coordination mechanism in Swat, Buner and Kohat:

WCC said that we want to strengthen and streamline the coordination mechanisms in Swat, Buner and Kohat. WATSAN Cell Coordinator informed that in DIK, WASH coordination mechanism is in place and holding regular meetings under the XEN PHED DIK. However no such system is in place in Tank. Taking part in the discussion, Mr. Naik Amal, Co-Chair Swat WASH Working Group said that they have been holding district level WASH coordination meetings and minutes are disseminated through OCHA. Islamic Relief is Co-Chairing Buner WASH Working Group, while World Vision is Co-Chair in Lower Dir. Mr. Waheed of OCHA informed that they are circulating minutes through main server.

Action point:

1. All coordination mechanism to share agenda points and minutes with Cluster LEAD & OCHA for distribution.

2. Organizations working in WASH in Kohat need to establish working group in Kohat.

3. IR to contact WASH Cluster LEAD.





Agenda Item-5: AoB:

1. World Vision representative informed that they have completed baseline survey for a 3-years project including both hard & soft components in Peshawar valley in consultation with all relevant stakeholders.

Action point: WV to share about the project & survey with WCC.

2. W. H. O training for WASH Cluster on 7th, 8th, & 9th June, 2010 in PCRWR, Hayat Abad, Peshawar; send nominations to WCC on jshah@unicef.org; first come first serve basis; limited seats. WatSan Cell in coordination with WHO will organize the event.

3. Training on Cluster Coordination on 15th, 16th & 17th June, 2010 in Islamabad; send nominations to WCC on jshah@unicef.org; very limited seats.

4. W. H. O representative informed about the DEWS data for the Week 20-2010; in J1, J-CO, J-IMC acute diarrhoea was reported 11.4%, 16% & 16% respectively. In WK its 20%. UNICEF representative pointed out that all UNICEF IPs were called for a meeting in W. H. O office & were conveyed about the diarrhoea concerns.

5. On a proposal from WCC Cluster agreed to hold WASH cluster meetings in Peshawar fortnightly. However federal WASH cluster meetings shall be held as and when needed.
