Minutes of the 56th WASH Cluster Meeting:
Date: 07 July 2010 – 1100 Hrs
Venue: LG & RDD, PESHAWAR, KPK.
The 56th meeting of WASH Cluster NWFP was held on 07-07-2010 at 11:00 AM in the LG &RDD, Peshawar. Mr. Jamal Shah, Wash Cluster Coordinator KPK, chaired the Meeting. The meeting started with a brief introduction of all the participants.
Agenda Item 2: Updates:
The forum was informed that in Lower Dir two camps Sadbar Kalay & Wali Kandow have been closed;
both camps were hosting 4,094 IDPs from Bajaur. It was further informed that the overall displaced population stands at over 200,000 families, a number that is being confirmed & profiled by ongoing vulnerability assessment. It was also informed that the overall camp population in KPK/FATA stands at 21,338 families, Jalozai being the largest, accommodating more then 1,05000 IDPs.
D.I.KHAN/ TANK:
IRD: The IRD representative informed the forum that they have completed their work regarding latrines construction & submersible pumps installation; it was informed that installation of 4 water supply schemes, 30 hand pumps, 16 pressure pumps are in progress; he further informed that hand pump and latrines were installed in IDPs registration points.
UNICEF: The UNICEF representative informed the forum that through line agencies (TMA/PHED) water supplies schemes are in progress.
OXFAM: The OXFAM representative informed the forum that they are currently not intervening but they have submitted proposals to OFDA/ USAID.
Action point: It was acknowledged that continuous support is required for the area and WCC will pursue IRD’s request.
Kohat/ Hangu:
KADO: The KADO representative informed the forum that 10,000 families were facilitated in their current phase of intervention through hygiene bags (kits); and Hygiene sessions; he also informed that they are working through UNICEF support. It was also informed that in Raisan 1000 hygiene kits were distributed.
SABAA: It was informed that SABAA is providing WASH services & facilities in Togh Sarai camp.
OXFAM: It was informed that OXFAM is assisting IDPs & host communities in Kohat through OFDA funding.
UNICEF: It was informed that UNICEF is working through TMA/ & PHED; it was further informed that TMA has requested for the rehabilitation of 18 water supply schemes, to avoid duplication with IMC both UNICEF & IMC will mutually solve this issue.
IMC:IMC representative informed the forum that in Tough Sarai camp IMC have completed installation/construction of WASH facilities for 500 families, the details are:
Latrines: 200
Bathrooms: 100
Water Points: 50
Laundry Space: 50
Water tanks (300 Gallons): 100
He further informed that till now they have distributed 1250 Hygiene Kits & 2500 Jerry cans.
Jalozai Camp:
A focused discussion on WASH facilities in Jalozai revealed that after the Wind Storm on 23-06-2010, 92% of WASH related damages have been rehabilitated; the remaining 8 % work was in the jurisdiction of IRC, but due to their PCA expiry now that job will be carried out by other partners.
Mr. Said Rehman CWC asked about the latest status of relocation of WASH facilities from some phases to others in Jalozai camps as was decided in one of the Camp Coordination meeting. To this query OXFAM representative informed that phases 19 & 20 of the camp are far away and road is to be crossed to reach to the phases thus protection issue is involved and therefore IDPs are not willing to relocate. Taking part in the discussion SSD representative was of the view that in the established phase better WASH facilities are main attractions for IDPs to stay.
Action point: UNICEF to follow up this matter.
Swat:
TMO/ TMA Swat informed the forum that due to low voltage water supply to the Mingora city residents is a big challenge; he also informed that they have 38 tube wells & a few generators but provision of POL for these generators is urgently needed. They also requested for installation of hand pumps in some needy areas.
Action point: All WASH partners were requested to look into the genuine POL requirements of TMA Swat.
ACTED: The ACTED representative informed the forum that through ECHO & OFDA funding, 36 Water gravity Schemes & pumping machinery were rehabilitated. He also informed that they are planning a proposal for Bajaur.
ARC: The ARC representative informed the forum that they have installed 300 hand pumps in U/Cs Kota, Ghalagay & Barikot.
Internews: Ms. Shazia Gul of Internews informed the forum that they interviewed the common citizens & observed that provision of clean drinking water to them is a still an unresolved issue in Swat.
Agenda Item 3: Single Reporting Format:
The forum was informed that Single Reporting Format is now the requirement of Federal/ Provincial/ PDMA/ OCHA/ Clusters & Economic Affairs Department; if there is any difficulty in filling or comprehending the format, a special training session on 13th or 14th July, 2010 can be organized subject to requests by WASH partners.
Action point: All WASH partners to report on the single reporting format as per instructions circulated by PDMA.
Agenda Item 4: Trainings:
The forum was informed that WASH Cluster has arranged a series of trainings till December this year; details and schedule of which will be shared with the concerned agencies. It was further informed that 2 trainings one WASH Cluster Coordination & the other Water Quality & Hygiene Promotion in emergencies have been successfully concluded. It was also informed that GTF has arranged training on Gender & WASH on 8th July 2010.
SSD: Mr. Asif Kasi of SSD informed the forum that from WASH Cluster plate-form they are arranging a One-day Training workshop on WATSAN Sphere standards.
IMC: IMC will provide feedback on PHAST training.
OXFAM: OXFAM representative informed the forum that they can facilitate the PHAST training. She further suggested M & E awareness training.
SSTD: SSTD representative offered venue for trainings in Phase 7, Hayatabad; he further informed that up to 35 trainees can be accommodated in the venue.
Agenda Item 5: AoB:
Monsoon Discussion:
The forum discussed the monsoon contingency & WHO representative emphasized arrangements of stocks & supplies for water purification. Mr. Said Rehman informed the forum that PDMA has initiated work on the monsoon contingency preparation and in this regard has held meetings with provincial government Departments with some follow up meetings but coordination at the field level is still to be addressed.
The forum further agreed that their ground presence can make a big difference in terms of distribution of Aqua Tabs & hygiene kits.
Diarrhoea:
The forum was informed by WHO that till now no alerts or out breaks are recorded & they are carefully monitoring the situation.
