Draft Minutes of 5th WASH Field Coordination Meeting- District SWAT

The 5th meeting of WASH Cluster Field Coordination Swat was held on 12-01-2010 at 11:30 AM in Mercy Corps office Saidu Sharif Swat. The Meeting was Chaired by Mr. Ishrat Ali Divisional Director PHED & was Co-Chaired by Mr. Mohammad Riaz, Project Manager (Mercy Corps). The meeting was started with recitation from the Holy Quran and was followed by a brief introduction of participants.

The formal discussion of the meeting was started by reviewing the previous minutes of the meeting.
Following decisions were made:
• One week time was given to ARC and Pak-CDP to mutually solve their duplication issue in UCs Ghaligi, Kota and Barikot. In case of failure the Chair will allocate these UCs to an organization having committed fund for coming three months;
• Pak-CDP will submit a work plan in week time clearly mentioning targets and allocation of fund;
• The Chair emphasized all organization to ensure participation of their decision making people in the meeting;
• ARC and Acted shall set together and sort out their duplication issues. The outcomes of their consultation shall be shared with focal point;
• TMA swat showed its entire satisfaction on the quality of work carried out by Mercy Corps with regard to replacement of machinery of 10 systems in urban area.
Agenda Point-Volition of Standards in execution of work:
The Chair observed that over all work executed by different organizations have maintained good standards. However, there are few complaints/reports of volition of laid down standards.
Action Point:
A four member committee consisted of TMA, Oxfam and Lasoona under the chairmanship of XEN PHED was constituted to look into the work executed by different organizations.
Agenda Point: Establishment of WASH Technical Working Group:
The focal point announced that soon 4-6 members WASH monitoring Committee will be formed for providing technical support and monitoring of activities in Swat.
Other Action Points
• All organization working in WASH sector will submit their 3 months plan along with committed fund to the focal point;
• Organizations needing NOC from PHED shall channelized their applications through Mercy Corps office Swat;
• All WASH sector organization shall allocate some amount in their budget for institutional strengthening of PHED and TMA;
• WASH sector organization shall keep some reserve amount in their budgets for any emergency like outbreak of diarrhea;
• WHO will share the list of health facilities needing water facility;
• Organizations working one schools water and sanitation programme shall develop “school inclusive’ water supply scheme;
• All WASH sector organization shall divert 70% of their intervention to upper Swat;
• PHED will share approved specifications of both GI & HDPE pipes and other standards related to execution of work.
