The 69th meeting of WASH Cluster KPk (WASH Cluster Flood Emergency/ IDPs meeting) was held on 21-10-2010 at 11:30 am in the LG &RDD, Peshawar. The WASH Cluster Coordinator Mr. Jamal Shah chaired the meeting. The chair welcomed the participants;

Peshawar: (30-10-2010) The Senior Minister for Local Government Khyber Pakhtunkhwa, Bashir Ahmad Bilour handed over computers, printers and other office equipments donated by UNICEF, to Tehsil Municipal Administrators of Malakand Division including those of newly established nine TMAs.

In this connection a ceremony was held at the office of the Senior Minister today. Peshawar based UNICEF Chief of Office Deepak Bajrachariya, other concerned officials of UNICEF, Secretary Local Government, Khyber Pakhtunlkhwa, Secretary Local Council Board, DCO Peshawar and cocnrned officers of Local Govt: Department were present on this occasion.

TECHNICAL ASPECTS OF WASH RESPONSE:

WASH Cluster Coordinator opened the meeting with a brief overview about different interventions under the WASH response, emphasizing the importance of Government line agencies (TMAs & PHED) mandated for water supply/sanitation and told that 65% to 70% WSS are in public Sector; these WSS are operated & maintained either by TMA’s or PHED and the rest WSS are private/community owned he added.

Impact of flood: A focus on water supply-District Charsadda-Video Report Published


Water supply becomes severely disrupted during floods. This video report (in two parts) facilitates the understanding of the impact of floods on water supply, at the same time its helps to learn lessons from flood. Arrangements have been made to tanker emergency drinking water supplies to flood affectees in district Charsadda.
Water treatment describes those processes used to make water more acceptable for a desired end-use. The processes involved in treating water for drinking purpose here in Charsadda is In- line chlorination.
The WASH Cluster is committed to reaching the needy in water supply and applies local knowledge to meet challenges in this sector, challenges are absolutely massive. The size of (the area affected by) this flood disaster is equivalent to Austria , Switzerland and Belgium combined.

The 62nd meeting of WASH Cluster KP (5th WASH Cluster Flood Emergency meeting) was held on 25-08-2010 at 11:30 am in the LG &RDD, Peshawar. The LG & RDD (Mr. Said Rehman, CWC) & PHED (Mr. Sheda Muhammad) jointly chaired the cluster meeting and Co-Chaired by WASH Cluster Coordinator KP (Mr. Muhammad Masud Aslam). After formal introduction, the cluster was given an overview of the WASH flood emergency response and priorities of the Provincial Government by LG&RDD, PHED & UNICEF respectively.

The chair informed that Provincial Government and local governments are trying their best to meet the flood emergency response with all their meager available resources. Counting some major restoration works, he informed that majority of tube wells in TMA Swat, Timergara, Charsadda, Nowshera and Kohat have been restored. In needy accessible areas, water tankering is done for affected people, both by TMA’s, PHED and also by NGO’s.

Diarrhoea is the passage of loose or liquid stools more frequently than is normal for the individual. It is primarily a symptom of gastrointestinal infection. Depending on the type of infection, the diarrhoea may be watery (for example in cholera) or passed with blood (in dysentery for example).

The 61st meeting of WASH Cluster KP (4th WASH Cluster Flood Emergency meeting) was held on 17-08-2010 at 09:30 AM in the LG &RDD, Peshawar. In his opening remarks the chair Mr. Said Rehman CWC informed that from now onward Public Health Engineering Department KP will be jointly chairing the provincial WASH Cluster meetings with LG & RDD. Engineer Khan Zeb, Deputy Secretary (Tech) PHED jointly chaired the cluster meeting and Co-Chaired by Mr. Muhammad Masud, WASH Cluster Coordinator, KP. Meeting was attended by large number of WASH partners and their IP’s. After formal introduction, the cluster was given an overview of the WASH flood emergency response and priorities of the Provincial Government by LG&RDD, PHED & UNICEF respectively.

OVERVIEW:

Mr. Said Rehman:

The chair told that both PHED & TMA’s are major responsible public sector entities for provision of water supply and sanitation services in rural & urban areas; flood have caused damages in all the 24 districts, even Kala Dhaka is affected he added. He also said that PDMA has categorized the districts in three categories on the basis of extent of damages as 1st, 2nd & as 3rd category and the complete list will be circulated once formally received. He mentioned that power supply is cut off in all parts of Swat including Shangla & resultantly, no water supply scheme is energized through electricity there. However, TMA Swat’s tube wells have been made functional through heavy-duty generators, provided by UNICEF and UNICEF is also providing POL.

He also said that in Peshawar, Charsadda & Nowshera the major issue was that of disposal of dead animals; 16000 dead animals were reported; this issue was resolved to a great extent he added. He further said that in Nowshera urban area 15 tube wells are restored and in TMA Charsadda 11 out of 14 are functional & in Swat 36 out of 38 tube wells are being run through generators on rotational basis. He was of the view that the information from remote hilly areas (where large number of gravity water supply schemes would have been damaged) will be available in a few days.

About coordination amongst the WASH partners in some of the flood affected districts he said that it’s an issue as access is still limited and therefore we need strong coordination mechanism in these areas to fill the gaps in flood response.

Since large numbers of organizations are in the field providing almost similar WASH services such as water trucking, cleaning of streets and drains, removal of solid waste and distribution of NFI’s and hygiene kits to the affectees, therefore serious duplication issues have been noticed. It was also observed that both TMA’s and PHED are being approached for detail of support and resultantly casually prepared lists of supplies and support are passed on to different organizations with out specifying the areas and extent of support.

He also informed that the Provincial Government has also decided to divert their own resources and current ADP funds to the flood emergency response. Therefore it becomes more important for the NGO’s working in WASH flood emergency response to keep close coordination with PHED and TMA’s to ensure better utilization of resources and reach to the maximum affectees. He concluded that response is not of desired level & pointed out that through a random check on Sunday August 15, 2010 by WatSan Cell WASH officer, some villages such as Torlandey, Biar Gharai and Mioley of UC Mirzadher in District Charsadda were found to be with out clean water for days. He feared list of such deprived villages might be high and they needed to be accessed through active coordination and information sharing mechanism.

Engineer Khan Zeb, PHED:

The joint chair of WASH Cluster KP said that Public Health Engineering Department adopted a 3-pronged Restoration Strategy for flood damages, outlined as under;

1. Immediate restoration of water supply schemes with minor repairs in the main districts of inundation;

2. Urgent Cleaning & disinfection of water supply sources;

3. Water supply schemes with major repairs as civil work.

The joint chair said that in this effort PHED has signed MoU with UNICEF & PCRWR and started disinfection in 3 districts where inundation prevailed. He also informed the forum about the tentative damages of WSS received from the field as:-

1. 1000 plus million damages have been assessed for 963 schemes out of total 4000 schemes; however the cost has been rationalized to 692 Millions as the initial estimates are revisited and confirmed.

2. Referring to the restoration strategy he informed that in District Peshawar 13 out of 14 WSS, in Nowshera 7 out of 11WSS, in Charsadda all 40 WSS, in Mardan all 35 WSS, in Swabi 49 out of 65 WSS, in Abbottabad 41 out of 72 WSS, in Haripur 48 out of 56 WSS, in Mansehra 12 out of 40 WSS, in Batagram 5 out of 68 WSS, in Kohistan 2 out 6 WSS, in Shangla 3 out of 23 WSS, in Swat 4 out of 43 WSS, in Chitral 10 out of 38 WSS, in Dir Upper 12 out of 43 WSS & in Malakand 30 out of 63 water supply schemes have been restored.

He also said that Provincial Government has established “Flood Damages Restoration Directorate” & this directorate is working on preparation of cost estimates of losses to WASH facilities & will check quality of restoration and repair works. 1st meeting of the forum has been held and its minutes will be shared with WASH partners soon.

Action point: He requested WASH partners in the disinfection campaign of PHED for the restoration of water sources throughout the flood-affected areas.

Mr. Masood Aslam, WASH Cluster Coordinator

The Co-chair said that UN-Pakistan WASH response has been finalized; about funding opportunity, OCHA, DFID and CERF windows are available, he added. Quoting yesterday’s general coordination meeting in PDMA, he said that most of the WASH partners are providing their services on the main roads and flood affectees living off the roads are still deprived; WASH partners must look into the matter and focus on the issue raised in GCM. He also said that 3W WASH matrix be updated regularly so that gap areas be identified.

Updates from Partners:

1. ACF: ACF representative informed the forum that rapid assessment in Charsadda has started yesterday (16.08.2010) in UCs Agra and Nisatta and assessment in Nowshera is ongoing. Oxfam-GB’s representative objected that they are already covering UC Agra and have registered 3400 families for response.

Action point: both the organizations were advised to set after the meeting to resolve the issue mutually but to avoid such duplication issue, the chair emphasized for the 3W WASH matrix filling and return on most immediate basis. PDMA has also requested WASH cluster to ensure mapping and reporting on the 3W matrix.

2. ACTED: ACTED representative informed the forum that they are providing WASH services in Swat, Dir lower and Dir upper. In Swat they are providing water tankering in 9 UCs and are involved in the rehabilitation in 2 UCs, she added. She also informed that they are doing door to door hygiene promotion and have reached 1200 household in Swat and Dir Upper. She informed that the assessments have identified 90% needs of the people and 70% of the common group latrines have been completed. She further informed that water quality testing lab in one UC of Swat is in planning. She also informed that a new project with ECHO funding will soon start.

Action point: ACTED was requested to extend their organizational support to strengthen coordination for schools’ WASH response in the province in close consultation with UNICEF and Watsan Cell.

3. BEST: BEST representative informed the forum that they will soon start WASH project in Peshawar; this will include water tanks’ installation, buckets and Jerry-cans distribution, training on water treatment and solid waste management. He also said that rapid assessment for latrines, taps and hygiene has started at school level and the actual activities will start next week.

Action point: The chair emphasized that in addition to the reporting on the 3w matrix, a “one-pager” summarized report may be prepared by all the WASH partners by highlighting their major flood response activities, areas of response and issues faced by them alongwith proposals and recommendation to improve the response. 4. BRIGHT FUTURE: BRIGHT FUTURE representative informed the forum that they are responding in Charsadda in UC Yasinzai and collected WASH need data. He informed that they have submitted proposals.

5. CESSD: CESSD representative informed the forum that they are attending the WASH cluster meeting for the first time and are working in 12 districts of KP in capacity building programmes from the last one-decade. Their project steering committee is headed by the ACS P&D and other departments are also represented. He also said that due to the huge flood losses, they floated the idea to the government for supplementing their efforts and for this; they are negotiating with their funding agency, CIDA. He further said that the final decision from CIDA is awaited. He offered that because of physical presence of their district focal points, they can provide useful support to the district WASH working groups in the affected districts;

Action point: WASH Cluster welcomed the offer and requested CESSD management to share their district focal points names and contact addresses for utilizing their services in establishment and strengthening of district WASH working groups.

6. CARE International: Care Int’l representative informed the forum that they are providing services in 2 UCs; one in Nowshera (Navay Kalay) and one in Charsadda (Nisatta). They have distributed WASH NFIs and water tanks and two treatment plants will arrive in a week he added. He requested for the identification of feasible sites for the installation of water treatment plants. Each plant has a capacity of 4,000 litres/ hour. Their argument was that this plant should be installed either in a cluster of IDPs or a village having no ground water.

Action point: The chair informed that two water treatment plants have already been installed one in Charsadda and the other in Nawshehra for the flood affectees with support of PDMA/USAID. He suggested to closely coordinate with PHED and TMAs of the concerned area for selection of feasible sites. Care-International was also advised to examine the working of the plants already installed in Charsadda and Nowshera to learn from the experiences there and ensure most beneficial sites for the new arrivals.

7. CRS: CRS representative informed the forum that that they have distributed 900 hygiene kits in Kohistan, Shangla and Swat & are planning distribution of kitchen sets.

• The chair requested CRS to check the damaged water supply schemes of TMA Shangla & share their technical feedback with cluster.

• UNICEF (Ann Marie Swai) suggested that WASH Cluster should provide a volunteer for the compilation of a central list of all WSS damaged schemes due to floods and for listing of 1000 schools in which currently flood affectees are staying.

Action point: The chair requested ACTED that due to their past experience of working in schools WASH rehabilitation they better provide a volunteer for the purpose.

8. Cordaid: Cordaid representative informed the forum that they are planning WASH programmes for Kohat & Charsadda and will be in Shangla for their projects. He said detailed assessment in Shangla is in progress & they were setting up programmes for WASH Health interventions before floods in Kohat. He also said that they have no emergency ware houses. He further said that capacity building of local partners in Kohat is on their agenda. Yet another representative of Cordaid informed the forum that the very next day of floods they were in Shangla & were providing medical assistance in Kozkanra, Wolander, Shahpur & Barkanda etc. He also said that they need coordination in Kohat.

• CESSD representative offered their good office for coordination support in Kohat to Cordaid.

• The Chair requested Cordaid to take responsibility for facilitating the District Shangla WASH working group coordination mechanism.

• IOM representative suggested their model of leading the Shelters in 7 districts.

Action point: UNICEF (Ann Marie Swai) suggested the listing of coordination meetings & contact numbers of responsible persons. She was also of the view that already partners are working in districts and a structure (of presence) is present there. Only schedule is needed to kick start the district meetings.

9. DOSTI DEVELOPMENT: Dosti Development representative informed the forum that before floods they were working in Swat & due to floods have diverted funds to NFIs & Hygiene kits distribution in Swat & Matta. He also said they are funded for health & hygiene promotion in district Charsadda only by IFMCA; yet to finalize union councils in district Charsadda he added.

10. EPS: EPS representative informed the forum that they doing water trucking in all the 9 UCs of Mingora and are providing NFIs & hygiene kits in Madyan, Behrain and Bishigram; has also restored some water supply schemes he added. He also said that they have arranged medical camps for the flood affectees staying in schools in Khwazakhela & Bishigram and raised health & hygiene awareness. It was also pointed out that EPS is implementing partner of CRS.

Action point: The chair requested EPS to help cluster assess the WASH needs/ gaps in upper Swat, which is still not accessible for most of the partners.

11. HRDS: HRDS representative informed the forum that they are IPs of UNICEF & has delivered 2 generators in Nowshera for the restoration of water supply schemes. He also said that teams are helping EDO Education Swat in damage assessment in 11 UCs & UNICEF has awarded 5 schools in Charsadda to them for water tankering.

12. HAYAT FOUNDATION: Hayat Foundation representative informed the forum that they are responding to flood affectees in Khyber Pakhtunkhwa & Punjab; will initiate WASH project in Upper Swat & Dir Lower.

13. ISLAMIC RELIEF: IR representative informed the forum that they have installed 50 latrines of which 20 latrines are in Kandaro camp (Government Technical College) camp Nowshera, 8 latrines in Pir Sabaq No 1, 11 latrines in Pir Sabaq No 3 and 6 latrines in Nisasata. He also said that so far they have distributed 1180 hygiene kits in Charsadda & 1010 kits in Nowshera & has provided one water tanker in Pir Sabaq camp & 5 in Challegon.

• Oxfam GB representative objected that they are already covering UC Pir Sabaq 3 camp.

Action point: both the organizations were advised to set after the meeting to resolve the issue mutually.

14. IMC: IMC representative informed the forum that they have conducted need assessment survey in 3 districts & distributed hygiene kits in Peshawar. He also said that Mini Hygiene Kits for children were also distributed & has done hygiene promotion sessions.

15. IRSP: IRSP representative informed the forum that they are IP of OXFAM-GB & has so far installed 38 pit latrines & 12 wash rooms & replaced a water pump in Kandaro camp, Nowshera. He also informed that they are providing chlorinated water to 3000 families in Pir Sabaq UC on daily basis. He also said that so far they have registered 99 families in 6 schools & 200 families in Aza Khel Bala & Payan. Yet another representative of IRSP informed the forum about union councils Utman Zai & Mirzadher in district Charsadda. He said that so far they have distributed 1268 NFIs kits and provided 16500 gallons of water through water trucking in the area.

16. IOM: IOM representative informed the forum that they are not directly involved in WASH but through Mass Awareness Communication they disseminate information on radio. She offered organization to disseminate health & hygiene messages through their channels. She also requested the agencies to share their NFIs/ & hygiene kits distribution data with Shelter NFI Cluster.

17. NCHD: NCHD representative informed the forum that they are distributing mineral water, buckets & jerry cans. He also said that so far they have arranged 276 medical camps & hygiene promotion is in progress. They offered their services to be utilized by any organization.

18. KADO: KADO representative informed the forum that they are responding in 25 schools in Lakki Marwat, Kohat & Bannu & providing water trucking on daily basis. He also said that so far they have distributed 100 hygiene kits & are doing hygiene promotion on daily basis. He further informed that need assessment is completed in 2 union councils Chowdan & Lunda sharif in D.I.Khan.

19. NCA: NCA representative informed the forum that they have received 2 mobile water treatment plants from Norway & requested site locations for installation in Charsadda & Nowshera districts.

Action point: they were advised to coordinate with DCO/TMA Charsadda and Nowshera for the purpose.

20. OXFAM-GB: OXFAM-GB representative informed the forum that they are responding in 13 union councils of Swat, 6 UCs of D.I.Khan, Nowshera & 1 UC of Charsadda Agra & in schools. She also said that teams are ready for dispatch of supplies in the inaccessible areas of Swat and they are also campaigning on radio about health & hygiene messages. She also said that they have done assessment in Akora Khattak.

• IOM representative pointed out that entire Akora Khattak is in need of clean drinking water.

• UNICEF (Rehman Ullah) said that Labor Colony Akora Khattak will be taken care by UNICEF IPs.

21. MUSLIM AID: Muslim Aid representative informed the forum that in union councils Mirza Dher & Tarnab in district Charsadda they have distributed 1500 jerry cans & 10,000 aqua tabs & are planning distribution of 1500 hygiene kits from next week. He also informed that in district Nowshera they have distributed 2000 jerry cans, 2000 buckets, 10,000 aqua tabs & 12000 liters of water. He further informed that they are planning for hygiene awareness sessions and distribution of1000 hygiene kits.

22. Pak-CDP: Pak-CDP representative informed the forum that work is in progress on health/ hygiene promotion sessions & on NFIs/ hygiene kits distribution.

23. PVDP: PVDP representative informed the forum that they are providing water tankering in 9 schools in Peshawar on daily basis with the help of UNICEF funding. He also said that in Charsadda & Nowshera the process of assessment is in progress.

24. PRDP: PRDP representative informed the forum that they are responding in Tangi, Tarnab & Agra & has provided cooked food in Mirza Dher. She informed & requested the forum that 2000 women hygiene kits are needed in these areas.

Action point: UNICEF asked her to coordinate with them after the meeting.

25. Pak Ever Bright Organization: Pak Ever Bright Organization representative informed the forum that they are working in 3 UCs of Chitral and have distributed 200 water bottles, food, biscuits & juices.

26. RAHBER: RAHBER representative informed the forum that they are working in Shangla & Buner and identified 6 badly flood affected union councils in Buner and completed need assessment. He also said that proposals are submitted to UNICEF for funding in Buner. He also said that in Shangla they are working with UNICEF in Nutrition sector & also has an office in Alpuri (Shangla).

27. SSD: SSD representative informed the forum that they have distributed 25000 NFIs in as many families in the last 10 days. He said they are starting WASH project in Charsadda & Dir Upper.

28. W.H.O: WHO representative informed the forum that 65 health clinics are serving the flood affectees & diarrhoea is our major concern due to unsafe drinking water & poor hygiene conditions. He informed about the statistics of diarrhoea in various districts are: D.I.Khan 42%, Tank 29%, Swat 25%, Charsadda 23%, & Nowshera 18%. About outbreaks he said alerts from various areas have been reported including Govt School Rajr, Charsadda. He also said that alerts for outbreak will be shared regularly.

• OXFAM-GB representative pointed out that not only water & poor hygiene conditions but poor food quality available near flood affectees is also one of the causes of diarrhoea.

• UNICEF representative pointed out that water trucking through non-member cluster NGO’s may also be discouraged as it is feared that may also be a cause due to non chlorination of some tankers by philanthropists.

29. Khwendo Kor: Khwendo Kor representative pointed out the need of water activities on Peshawar-Islamabad motor-way. She also requested the need for appropriate security around the affected people as certain community leaders are not allowing the NGO’s supplies to pass to deserving persons with out their permission.

• UNICEF representative informed the forum that their IP HRDS is providing water trucking on Peshawar-Islamabad motor way.

Minutes of the 60th WASH Cluster Meeting:

Date: 05 August 2010 – 1130 Hrs

Venue: LG & RDD, PESHAWAR, KP.

The 60th meeting of WASH Cluster KP (3rd WASH cluster Flood Emergency) was held on 05-08-2010 at 11:30 AM in the LG &RDD, Peshawar. Mr. Jamal Shah, WASH Cluster Coordinator KP, chaired the Meeting. He excused for delay due to funeral prayers of the F.C Commandant in the near by police lines ground.

UPDATES:

WASH Cluster Coordinator reported that according to Government figures 1.5 million people are worst affected in floods & this figure might increase as still some areas are inaccessible such as Kohistan, Shangla & Dir; he explained that if we convert this figure of 1.5 million plus to house hold (Families) then its about 2, 50, 000 house holds and the planning response for such a huge number is quite challenging.

RESPONSE PLANNING FOR FUNDING:

WASH Cluster Coordinator sought views of the WASH cluster about the volume of financial assistance as “WASH Cluster appeal” for emergency response for the coming three months. This of course will be revised to up to Six months. He also said that in order to prioritize our WASH flood emergency response’ following order is proposed;

1. WATER TRUCKING: He said water trucking is required till the flood water recedes & some places will take more time; for water trucking at present we will consider 1.5 million people & which will be reduced as the water level recedes and some water schemes are restored.

2. NFIs: He said WASH NFIs (Bucket, Jerry can etc) & WASH Hygiene Kit ( as decided by WASH Cluster Working Group) are required for two lakhs & fifty thousand house holds; one hygiene kit average cost 15 USD he added.

3. TOILET CONSTRUCTION: He said flood affectees are living in public buildings and others under the open sky. Provision of toilets in these places is also required due to fact that it might take 3 to 6 months for minimum 1, 80,000 people to stay as their houses have completely vanished.

4. SOLID WASTE DISPOSAL: He said due to flash floods clearing of areas from dead animals, flood clay & debris would be required on priority basis. For this purpose TMA’s and other organizations would require tractors, trollies and in some cases even heavy machinery such as executers.

5. HYGIENE PROMOTION: It’s the soft component and will run simultaneously.

6. DRAINAGE: He said in case of standing floodwater in and around the human habitation, it will be drained out.

After explaining the WASH priority areas, WCC informed that UNICEF has worked out the estimated cost @ USD 25-30 per person for flood emergency response & converting the total figure of 1.5 million some 45 million USD are required for WASH Cluster activities. He sought suggestions from the WASH cluster over the average estimation of WASH needs and order of priorities for the sector.

Suggestions from the WASH cluster.

• Bucket & Lota may be added to WASH Hygiene kit: ( Its already in the list);

• For flood clay & debris removal, tools such as hand carts and shovel etc, may be included: (These will be provided in Hygiene kit for community);

• Chlorination of water tankers may be ensured through W.H.O & PCRWR (WRRC);

• In the remote areas of affected districts every effort will be made to respond at the earliest;

• Remote hilly areas normally have gravity based water supply schemes;

• Toilet standards were explained to the forum for house hold & in emergency according to Sphere standards;



After detail discussion WASH Cluster agreed to the cost figure of 30 USD per person for emergency response. WASH Cluster partners can propose projects in the above 6 components/package areas;

FUNDING OPPURTUNITIES:

It was informed that 4 types of funding opportunities are available to NGOs:-

1. Emergency Response Fund (ERF): It’s managed by OCHA, proposals are sent to Cluster for review & review panel has representation from those organization members who have not applied to the fund.

2. DFID: under this window US 7.5 million dollars are for WASH interventions through out Pakistan.

3. USAID/OFDA: proposals have been sought through Rapid fund of US-Aid.

4. Central Emergency Response Fund (CERF): 2 million dollars are utilized through UN agencies as UNICEF, UNHABITAT & WHO. This fund will be available in next 24 hours. CERF proposals will be submitted to UNICEF.

UPDATES FROM PARTNERS:

It was informed that 9 districts Kohistan, Shangla, Swat, Dir Lower, Dir Upper, Nowshera, Charsadda, Tank & D I Khan are badly affected by floods. Western and eastern parts of district Peshawar are also badly affected. However, WCC regretted that Information Sharing is a big issue & NGOs are working on their own due to which we are not able to visualize the current response plan; he also requested the partners to report him directly (jshah@unicef.org) in a brief bullet points about their interventions, areas types and volume.

Mr. Said Rehman, Coordinator WatSan Cell informed the forum that some tube wells are functional through heavy duty generators has also been started since yesterday in Swat. He also informed that TMAs of Nowshera, Charsadda & Peshawar were instructed for health & hygiene campaigns. He further informed that all TMAs of the affected areas have been decaled as focal points for the WASH partners interventions.

Other Updates:

1. one of the NGO informed that in a union council Yasin Zai (District Charsadda) more than 300 families are in need of water;

2. Yet another organization informed that in District Charsadda 30,000 houses were completely damaged & the residents of these are living on or near motor way;

3. About health alerts It was informed that in Districts Peshawar & Charsadda 26000 people were suffering from acute watery diarrhea;

4. One organization suggested that installation of low cost hand pumps in needy areas; WCC cautioned about the water quality effects of installation of shallow hand pumps;

5. Quoting from WHO updates, WCC informed that AWD in Peshawar has risen to 18% & is near to Alert situation; in one union council of Peshawar its 25%; as such all concerned must respond to this situation and TMA’s were requested to immediately dispose the dead animals and all organizations were requested to extend their support to the concerned TMA’s on war footing basis.

6. NGO’s were advised to seek support of heavy machinery contractors for the removal of dead animals; WatSan Cell may identify and circulate of such service providers to facilitate the NGO’s interested to work in this areas.

7. It was suggested that WASH Working Group may be activated in Nowshera & Charsadda; WCC said that its under consideration & up to Monday a decision will be made in this regard; watsan cell can be used as an alternative to coordinative point till functionalization of field meetings.

8. It was emphasized that Tank & D I Khan may also be considered as flood affected areas & partners should assess these areas too.

Overview:

Mr. Said Rehman, WatSan Cell Coordinator, gave an update on the emergency situation and local government response so far. He informed that Provincial Government has constituted special Committees comprising of Ministers, MPA’s and Secretaries to visit the affected areas and assess the ground situation with special emphasis to expedite response mechanism of the government and non-government organizations.

Minutes of the 58th WASH Cluster Meeting:
Date: 30 July 2010 – 10:30 Hrs
Venue: LG & RDD, PESHAWAR, KP.

The 58th meeting of WASH Cluster KP (WASH cluster Flood Emergency) was held on 30-07-2010 at 10:30 AM in the LG &RDD, Peshawar. Mr. Jamal Shah, Wash Cluster Coordinator KPK, chaired the Meeting. The meeting started with the recitation from Holy Quran. After formal introduction, WASH Cluster Coordinator welcomed all the participants and declared that the meeting was called on short notice because of the Flood Emergency situation.
Overview:
WASH Cluster Coordinator said that the meeting was convened on short notice due the extreme floods emergency situation in the province; this meeting has only one point agenda and that is to discuss the flood situation in KP and map our WASH partners to respond to the situation he added. He informed the forum that though details of flood-affected areas are getting in yet initial information indicates that all 24 districts & FATA are affected.
He said that the heavy rains and flash floods have also affected other provinces of the country specially Punjab and Balochistan; this is a difficult situation & huge damages to WASH sector in terms of water quality can be predicted & WASH is a priority due to the spread of diseases he added. Emphasizing the need of the meeting he said that it is important to know the stock position of WASH partners in terms of NFIs, Aqua Tabs, Buckets & jerry cans etc & on the ground presence of partners for response (Who is where?).
He further informed that he had a brief meeting with PDMA yesterday (29.07.2010) and another meeting is scheduled for today (30.07.2010). He said that although initial focus of the Government is on rescue and relief operation by asking for more boats, shelters and foods. Yet WASH is equally important to be paid attention to. Government has already sought help from WASH cluster to assist the government in affected areas.
STOCK POSITION & GROUND PRESENCE:

UNICEF: The UNICEF representative informed the forum that in their Pir Pai Ware house they have: 7 (Seven) Million Aqua Tabs, 150,000 PUR Sachets, 5000 Hygiene kits, 50,000 Buckets, 7500 soap bars & IEC material; She also informed that bladder tanks of 5000 liters capacity are 20, 3000 liters capacity are 21, 1500 liters capacity are 15 and water tanks of fiber glass material having a capacity of 400 gallons are 100. She further informed that 4900 latrine slabs and 300 rolls of tarpaulin are also available in the warehouse. She also informed that UNICEF has both Government & NGOs as IP’s in Districts Tank, D.I.Khan, Swat, Buner, Dir lower & Upper, Shangla, Nowshera, Kohat, Hangu & Peshawar etc. she however expressed the fear that flood water has reported entered their warehouse in Pir Pai (Nawshehra) and they have to confirm if the above stocks are intact and useable or damage. Things will be clear soon she hoped.
OXFAM-GB: The OXFAM-GB representative informed the meeting that in their Islamabad warehouse 30,000 PUR sachets, Plastic sheets & 1200 hygiene kits are available. He also informed that in Swat & DIK their IPs are LASOONA & FIDA; he also offered flood emergency response in these areas through their Implementing partners’.
He further offered the water quality testing services in Swat & D.I.Khan. He also pointed out the importance of cleaning of dug wells & tube wells as some reports of contamination in union council Jarma of District Kohat.
IRD: The IRD representative informed the forum that they are on ground in Tank & D.I.Khan & have hygiene kits & soaps (bathing & washing) in the warehouse but was unaware of the quantity; he also offered IRD services for the distribution of WASH NFIs amongst the flash flood affectees in the Tank and DIK.
WATSAN CELL: The Coordinator WatSan Cell informed the forum that till now he has not received any WASH specific demand from any of the TMAs; if any demands were made he will immediately convey that to the Cluster & Government he added. He also said that he would share the information about WASH flood response as soon as he gets it. He further informed that all district and TMA’s administrators in the province have been communicated through notification to put up their staff and resources to respond to the flood emergency particularly municipals services which include water and sanitations services. In some of the TMA’s staff was unable to come for duty due to cut of roads links. Breaking down of telephonic contacts was also causing problems in getting timely information about damages caused to WASH infrastructure. WATSAN CELL representatives are available in Districts Swat, Buner, D.I.Khan & Tank areas and they will be in touch with TMA’s and PHED for communicating WASH related information.
Urgent Request from TMA Swat: The Chair informed the forum of a SOS message received from TMA Swat and WHO representative (Dr. Waseem) for an immediate WASH response as power supply in certain areas of the city is absent and TMA Swat need POL to operationalize their heavy duty generators for running the Tube wells in Mingora. Drinking Water Supply through Water Trucking is required (for at least the next 10-15 days) to a population of around 35000 individuals. WASH NFI's (Hygiene Kits, Jerry Can, and Buckets), Aqua tabs, PUR Sachets and Household Water filters are required for an estimated 50,000 individuals.
In response to POL for generators the UNICEF representative Ms: Sabahat Ambreen suggested that LG&RDD/WATSAN CELL has UNICEF funds which can be utilized for the purpose on emergency basis or as an alternative TMA’s can also send a request for demand on account of POL and water tankering. Coordinator watsan cell to coordinate with TMA Swat for the purpose.
World Health Organization (W.H.O): The WHO representative informed the forum that they are present in 12 districts & from now onwards they will share DEWS (Disease Early Warning System) data from flood affected areas on daily basis. About disease outbreak response he said that water quality reports would be shared. They also offered flood mitigation trainings to build capacity of WASH partners. He also said that their warehouse stock of Aqua Tabs/ Soaps and Chlorine is meant for emergency response to outbreak only and cannot be offered to Cluster at the moment due to volatile situation.
World Vision International (WVI): The WVI representative informed the forum that they are working in Districts Peshawar, Charsadda & Nowshera & presently looking forward to sign a MOU with LG&RDD under European Union Funds. She also said they attended the meeting to know what type of help is needed that can be responded?”
Situation in Jalozai camp: The UNICEF representative informed the forum that IPs teams were stuck in the camp; there were damages due to windstorm on June 23rd and now again she feared large scale damages caused to the camp, which would require major rehabilitation. She also informed that 30-35% facilities feared to be damaged and situation is very difficult. Roads blockades have made accessibility to the camp difficult.
Hangu Camp:
UNICEF’s representative informed that their engineer is present in Hangu to assess the situation. Initial information reveals that there are damages caused to the WASH facilities in camp. Water tankering in the camp has become difficult due to muddy roads and streets between the tents. Certain alternatives were proposed to help tackle the situation. It was also stressed that it must be ensured that the water source is safe from flood contamination. The SABAA representative suggested that water tankers should avoid the soft mud part of earth & camp people be advised to fetch water from tanker standing on road. The UNICEF representative informed the forum that they have already supplied PUR Sachets for Tough Sarai camp in Hangu.
SABAA:
He SABAA representative also informed that SABAA teams have started assessment in Tangi (Charsadda) area. He also requested provision for PUR sachets. He also informed that SABAA have presence in Kohat, Hangu & Charsadda.
Mr. Shurfud Din: The special UNICEF representative Mr. Shurfud Din informed the forum that he visited district Hangu yesterday and told that in union council Ibrahim Zai & Raisan of District Hangu, huge damages have been reported & will share the complete report via e-mail.
KADO: KADO representative informed about their assessment report of u/c Raisan. He also informed that they have presence in Kohat & Hangu. They were advised to share their reports and assessments, as we need information on urgent basis.
IMC: IMC representative offered their support in Tough Sarai camp Hangu & informed that 10 hygiene promoters are working in the camp. He also informed about their health facility in Kohat. He also informed that they have presence in Kohat & Hangu and shown their readiness to support in the flood emergency.
Kohat meeting:
Meeting was informed that 1st District WASH cluster meeting was fixed in Kohat on 29.07.2010 but the same was postponed on the 11th hour due to flood and roadblocks. It may be fixed early next week and all will be intimated accordingly.
Special request:
All WASH partners were requested to share the following information with WASH cluster on urgent basis.

1. WASH Organization and jurisdiction/ ground presence (area of working)

2. Staff position (total strength)

3. Stock position

4. Any other detail relevant to WASH flood emergency

Internally displaced peoples (IDPs)- VULNERABILITY ASSESSMENT & PROFILING

A meeting regarding Internally displaced peoples (IDPs) VULNERABILITY ASSESSMENT & PROFILING in KPK/FATA was arranged by OCHA in UNHCR Office Peshawar on 23rd June, 2010; Mr. Fawad Hussain (OCHA) Chaired the meeting & some important decisions were taken in this meeting; Now the complete Video report is available on WASH CLUSTER Channel; the first 3-parts captures the meeting proceedings while parts 4th, 5th, & 6th highlights the McRAM teams efforts & struggles in the field; Q & A of vulnerable IDPs, & much much more. In Part 4th the McRAM team faced wind storm while reaching one of the destinations hosting IDPs, a glimpse was recorded & can be watched.
