Draft Minutes of the Federal WASH Cluster Meeting:
Date: 25 March, 2010 – 1100 Hrs
Venue: UNICEF Country Office, Islamabad.
The Federal WASH Cluster meeting was held on 25-03-2010 at 11:00 AM in the UNICEF Country Office, Islamabad chaired by Mr. Jamal Shah, Wash Cluster Coordinator NWFP. After brief introduction forum reviewed the minutes of the WASH meeting held on 4th March 2010. Minutes were approved without any objection from the participants;

Action point:
WASH Cluster Coordinator pointed out that agencies should share 3-W Matrix ASAP due to their reflection on OCHA map.
Agenda item 1-IDP’s Status/ Issues:
WCC informed the forum that 38000 families are registered in D.I.Khan & Tank; registrations of Bhittanis & Masood tribes were underway; 500 families were being registered daily in Kohat & Hangu; a site for IDP camp in Hangu at Togh Sarai has been identified and leveling of the site was started he added.
Action point: It was informed that UNICEF through IP SABAA would provide WASH facilities and services in Togh Sarai camp (Hangu).
Peshawar valley camps:
It was informed that 21182 families were residing in Jalozai camp and from 2nd April, 2010 Government is planning for return of Mohmand IDP’s to their areas of origin. WASH Cluster Coordinator informed the forum that soon Early Recovery/ Community Restoration activities will be started in Mohmand agency & interested agencies should contact him directly (jshah@unicef.org); he was of the view that WASH agencies can plan WASH NFI’s/ Hygiene Kit for these returnees. He also informed that after Mohmand IDP’s return is complete, IDP’s from Benazir complex (280 families) & Palosa camp (428 families) will be shifted to Jalozai camp. He further informed that IDP’s from Bara are waiting for registration.
Action point: IDP’s from Bara are waiting for registration.
Swat (Malakand Division):
It was informed that situation in Swat is unchanged & numbers of agencies are working there.
Saudi funding of 100 million dollars are still awaited of which 8.2 million dollars will be allocated for WASH Cluster.
Updates from agencies:
UNICEF: UNICEF representative informed the forum that mis-use of drinking water in Jalozai camp is to be resolved through awareness campaigns in the camp and other issues of water losses in lines & culverts will be addressed through maintenance of water supply lines. He reported no issues from Swat.
CWS- P/A: CWS representative informed the forum about their submission of proposal for Kohat & Hangu. He also informed that they are phasing out in D I Khan in next 10 days.
Action point: CWS- P/A is phasing out in D I Khan in next 10 days.
JUST PEACE INT’L: Just Peace Int’l representative informed the forum that it’s the First NGO, which has started work in Bajour and established an office in Khar, Bajour. He also informed that NOC was granted to them by FDMA & are working in Schools rehabilitation for WASH facilities (50 Schools); upon receiving UNICEF supplies they will start work he added.
Action point: upon receiving UNICEF supplies, JUST PEACE INT’L will start work.
KADO (Khushal Awareness Development Organization): KADO representative informed the forum that they are waiting for hygiene kits to be distributed & people are in need of these kits.
CAP: CAP representative informed the meeting that they are the First Orakzai based NGO and have done assessment and distributed NFI’s & worm cloths in the IDP’s in Chamman Janna area of Orakzai and now want to work in WASH sector.
Action Point: CAP to share its assessment reports with MR. JAMAL SHAH.
SALIK Foundation: SALIK Foundation representative informed the forum that they have submitted proposal & at present have no WASH activities.
CORDAID: Cordaid representative informed the meeting that they are working in Shangla and have established office in Bisham; basically they are working in health & hygiene promotion he added.
UNSDP: UNSDP representative informed the meeting that they are working for the development of FATA since 1986 and have field offices in Matta and Mohmand and are interested in partnership with UNICEF.
Action Point: UNSDP to share profile with Mr. Jamal Shah (jshah@unicef.org).
OXFAM-GB: OXFAM-GB representative informed the meeting that they are looking after 10500 families in Jalozai camp and have developed water networking in 3 phases and work is in progress on water networking in 4 phases in Jalozai. He also informed that in Kohat they are working in Astar Bala, Kharmatu and Jarma; in Hangu they are assessing the situation.
WASH Cluster Coordinator informed that funds for Hangu will be available, interested agencies may send their assessment reports about IDP’s living in Hangu to Mr. Jamal shah directly.
NCHD: NCHD representative informed the forum that they are working in health & education sectors and are also interested in WASH sector.
Action Point: NCHD to share assessment reports (Hangu, Kohat, And Upper Swat).
Handicap International: HI representative informed the forum that they have completed project in Swat & Buner & have started interventions in Jalozai camp for vulnerable people. He also informed that they are planning for Upper Swat and are waiting for NOC for Kohat & Hangu interventions for the last 2-months.
Action Point: WCC to request PDMA for HI NOC for Kohat & Hangu on priority basis.
IRD: IRD representative informed the meeting that they are working for the 5000 IDP’s families living in D I khan and Tank in host communities through OFDA/ USAID funding in WASH sector. He also informed that this Emergency WASH project is in progress & its timeline is 6-months started in February, 2010. He further informed that 750 latrines, 750 hand washing points, 30 hand pumps, 16 pressure pumps, 4 water systems rehabilitation, 5000 hygiene kits, 5000 water coolers, 5000 jerry cans, 1, 80,000 toilet soaps, 90 days supply for 5000 IDP’s families of Aqua tabs & hygiene promotion activities will be installed/ distributed/ conducted in the project areas of D.I.Khan (Pharpur, Paroa) & Tank (Pai, Jattatar, Tatta, and Sara zume).

HOPE’87: HOPE’87 representative informed the meeting that they are working in Charbagh, Upper Swat. He also informed that they are sharing 3-W matrix on prescribed format regularly.
NCA/ Gender Focal Person: Dr. Rubina Ali was introduced to the forum as Gender Focal Person on behalf of Gender Task Force. She informed the forum that it’s her 1st meeting in WASH Cluster attendance. She also informed that GTF matrices have been developed and will orientate the WASH cluster about that in next meeting.
CONCERN World Wide: Concern World Wide representative informed the forum that the Pak-CDP WASH project under OFDA funding has been approved for Hangu District in Kach & Khan Bari union councils. He also informed that OXFAM-GB project for District Kohat is under process for 4 union councils namely Kharmatu, Jarma, Ali Zai, & Uster Zai. He further informed that CUP project for two/ three union councils of District Kohat is also under process, these U/Cs will be different from OXFAM-GB. The proposed U/Cs are Bilitang, Surgul, Doda, Muhammad Zai, Urban VI and Urban IV.
WHO: It was informed that no specific acute diarrhea alerts were issued in this week. It was also suggested that partners should review the DEWS data for pattern of diseases.
AoB:
• Internews representative presented Humanitarian Info Portal and briefed the website;
• The forum decided Federal WASH cluster meeting at Islamabad on monthly.
Next meeting in Islamabad will be circulated later.
