( Draft Minutes of the 68th WASH Cluster Meeting)

Date: 14th October 2010 – 1130 Hrs

Venue: LG & RDD, KP, PESHAWAR

The 68th meeting of WASH Cluster KPk (WASH Cluster Flood Emergency/ IDPs meeting) was held on 14-10-2010 at 11:30 am in the LG &RDD, Peshawar. The Public Health Engineering Department (Mr. Khan Zeb Khan, D.S Tech) and UNICEF (Ms. Annmarie Swai) jointly chaired the Cluster meeting. The meeting was started with recitation from the Holy Quran by Mr. Kashif Jan of W. H. O. The joint chair welcomed the participants and after formal introduction the following agenda points were taken up.

Agenda Point: Action Points from Last Meeting


Previous meeting minutes were approved unanimously.

Agenda Point: New Format of 3 W Matrix:

Ms. Annmarie of UNICEF said that all partners are utilizing 3 W Matrix; we will circulate a new 3 W matrix format to all partners she added. She requested the Cluster partners to fill the new format & send it on WASH IM Peshawar e-mail id . She also said that data collection has improved but still gaps exist. She further said that 3 W matrix is important tool for planning. She also said that Mr. Syed Abbas Ali, Information Management Officer is focal person to WASH Cluster and if facing any kind of difficulty in filling the new 3 W matrix partners can contact him.

Mr. Syed Abbas Ali IM focal person WASH Cluster said that a new 3 W Matrix format will be shared with Cluster partners; filter checks are incorporated in the new format he added. He was of the view that it will be easy to analyse data from the new format and Cluster partners should fill all the columns of the new matrix.

Agenda point: Update on Water Treatment Plants and Installation Status:

Ms. Annmarie of UNICEF said that the mapping exercise of water treatment plants in flood affected districts of KPK was initiated after reports that some plants are not working in some areas and the status of functionality of these water treatment plants was uncertain. She also said that as more partners were involved in the donation & installation of these plants in flood affected districts the mapping exercise is necessary to avoid duplication. She pointed out from the minutes of Kohat/ Hangu WASH working group meeting that water filtration plants are required in Kohat & one in Hangu needs proper installation to be functional.

Agenda point: DEWS Report:

Mr. Kashif Jan of World Health Organization (W. H.O) said that in the 14 flood affected districts of KPk from 31st July, 2010 to 10th October, 2010 there is a slight decrease in acute diarrhoea; elaborating the district wise acute diarrhoea (AD) situation he said AD increased in Tank (29%) & Kohat (28%) and decreased in Nowshera (14%) & in Charsadda (9%). He also said that acute diarrhoea situation from 1st October to 13th October in the following districts was D.I. Khan 25%, Malakand 18%, Mardan 22%, Swat16%, Peshawar & Shangla15%, Buner 14%, Lower Dir 8% and Swabi & Hangu 10%. He also informed the forum about alerts from Jalozai camp & said that for the last two weeks from phase 1, phase 2 & phase 3 severely dehydrated AWD cases were regularly arrived & admitted in Satellite Emergency Hospital, Pabbi. He also said that today a team is going to Jalozai for investigation. He further informed the forum about Dengue fever cases in districts Haripur, Abbottabad, Swat, Shangla etc. He also said that mosquito repellents were distributed in these districts. Responding to a query about DEWS report Mr. Kashif Jan informed the forum that Dr. Ibrar Masood, DEWS Specialist, W. H. O will be sharing DEWS report with all concerned & all queries about the subject may be directed to him in future. He also said that when an Alert is issued it needs immediate response & should be responded quickly.

Action Point: Mr. Kashif Jan of W.H.O to share the findings of Jalozai camp with WASH Cluster IM focal point for further sharing with WASH partners.

Agenda point: Updates from WASH partners:

Ms. Annmarie informed the forum that WASH Cluster is /& has provided up to 3.7 million flood affectees with clean drinking water; sanitation continues to be a critical concern, and through Cluster has provided latrine facilities to 0.442 million flood affectees she added. She also informed that almost 1.5 million flood affectees have benefited from distribution of hygiene kits and key hygiene messages. About northern areas of Swat, Upper Dir & Kohistan she said that different Cluster are making winter contingency plans and queried if any of WASH partner has worked on contingency plan. She also said we are now entering from relief phase to Early Recovery phase. About winter contingency she said that it may include supplies (in pipeline or & in hand) and rehabilitation work of WASH damages. She was of the view that Key Cluster partners to outline the activities, objectives, risks, and assumptions associated with the contingency planning.

Action Point: Key WASH partners list will be prepared in consultation with Mr. Jamal Shah, WASH Cluster Coordinator, KPk.

UPDATES ABOUT SUPPORT TO ORAKZAI IDPs:

Ms. Annmarie informed the forum that plans are underway to support Orakzai IDPs. She also said that Multi-Cluster assessment report about area is expected within two days and will be circulated with partners so that partners can respond to needs. The following responses about support to Orakzai IDPs were shared by partners;

UNHABITAT: UNH representative said that it was his 1st meeting in KPk & before here he worked in Balouchistan and will share developments in coming meetings.

CRDO: CRDO representative said that they have shared the assessment with UNICEF.

ACTED: ACTED representative said that they have applied for NOC.

CORDAID: CORDAID representative informed the forum that they are conducting mapping exercise for Orakzai IDPs in 10 union councils of Kohat.

Other UPDATES:

ACF (Action Contre la Faim): ACF representative informed the forum that they are providing emergency relief services in Pir Sabak, Akora Khattak & Tanky Road. He also requested the line agencies for early rehabilitation of piped net work water supply schemes. He also informed the forum that ACF will be involved in water trucking for next 8 weeks only.

Ms. Annmarie suggested that LEADS of District WASH Working Groups should provide feedback to provincial forum.

Salik Foundation: Salik Foundation representative said that they are providing water supply to 100 schools (in Charsadda & Nowshera), to DHQ Nowshera, to RHC Akora Khattak & in union council Maisa (Nowshera). He also informed the forum that they are planning for installation of water filtration plants in Nowshera & Charsadda. He also said that they are in close consultation with the DCOs of both districts. He also said they have their own planning and will share the sites list after consultation with the DCOs.

Action Point: Salik Foundation to share the list of Water Filtration Installation sites with districts WASH forums & provincial WASH Cluster.

CRDO: CRDO representative informed the forum that they have started distribution of WASH NFIs & Hygiene kits distribution to 500 families in Behrain district Swat. He enquired about a standard assessment form in the WASH sector.

ACTED: ACTED representative informed the forum that their post-conflict WASH & rehabilitation activities in Upper Dir & Lower Dir have been completed.

ISLAMIC RELIEF: ISLAMIC RELIEF representative informed the forum that they are planning for rehabilitation of WASH services in 20 villages in Nowshera & Charsadda. He also said that besides complete WASH coverage Shelter, Education & Health activities will also be initiated. He also said that initially only one village in Nowshera & Charsadda will be selected as integrated pilot project.

WATSAN CELL: WATSAN CELL representative referenced to a news report in a section of press about clean drinking water requirements in Kohistan, Swat, Shangla, Dir & D.I. Khan.

CESVI: CESVI representative informed the forum that they are responding in Nowshera & planning to start activities in 2 U/Cs of Shangla. She also said that their activities include rehabilitation of water supply schemes & distribution of hygiene kits.

RELIEF FOUNDATION: RELIEF FOUNDATION representative said that they are working on children friendly spaces and will white wash the girl’s schools. He also said that 91 houses will be build for flood affectees.

CRS: CRS representative informed the forum that they are responding in Swat, Shangla & Kohistan. He also said that assessment of 28 water supply schemes in Swat is under way and this assessment is focused on repair of source line and hygiene promotion sessions.

AoB: GLOBAL HAND WASHING DAY 15th October, 2010:

Ms. Annmarie said that a lot of activities are planned for Global Hand washing Day in Schools & Communities by UNICEF. She also said that hand washing is critical in every emergency and we should make special efforts to acknowledge this.

ACTED: ACTED representative informed the forum that ACTED is going to celebrate Global Hand Washing Day with the help of UNICEF on 15th of October 2010 in District SWAT, Dir Upper and Dir Lower in schools and community level. She also said that through different programs (games, poems etc) importance of hand washing will be highlighted. ACTED will distribute hand washing soaps in school and community she added.

KADO: KADO representative informed the forum that whole week Global Hand Washing Day celebrations are underway in Hangu.

PEACE: PEACE representative informed the forum that they are arranging demo hand washing practices on 15th October.
