Call for Expressions of Interest (EOI): WASH Emergency Needs Assessment in 6 (Six) Southern Districts of Kohat, Hangu, Lakki Marwat D.I.Khan, Tank & Bannu,
WASH CLUSTER KPK/ WATSAN CELL (LG & RDD) is working to provide safe drinking water and sanitation and promote improved hygiene practice in order to minimize the risk of water and sanitation related diseases in the affected areas of Khyber Pakhtunkhwa & FATA.
A particular focus of the WASH CLUSTER KPK/ WATSAN CELL (LG & RDD) programme is to address the WASH Emergency needs of women, children and other vulnerable populations. The package of services supported under the WASH CLUSTER KPK/ WATSAN CELL (LG & RDD) WASH programme includes, but is not limited to:
• Data collection including information on existing systems (both public and private) /practices and the extent of damage that had taken place as a result of the conflict (militancy & operation) and due to lack of adequate maintenance.
• Meet stakeholders to solicit their views/suggestions through key informant interviews (KII) with Government Officials, Community Elders/Maliks, Local NGOs etc.
• Focus group discussions (FGD) with IDPs, communities in IDP camps, in Six Southern Districts.
• Special FGDs shall be held with women and children through female staff or through male members of the community, whichever is feasible according to the situation? As women and children are mainly responsible for collection/ management of water therefore, the purpose of special FGDs with women and children would be to involve them in problems identification and solution on how to improve the WASH facilities.
• Data compilation and analysis.
• Situation analysis and assessment of all affected facilities and services.
• Formulation of the required interventions to restore WASH services.
WASH CLUSTER KPK/ WATSAN CELL (LG & RDD) is hereby soliciting expressions of interest (EOI) from national and international NGOs who have relevant expertise and experience working on the programme components and in the delivery of the package of services outlined above, and who wish to work as partners in the implementation of the WASH CLUSTER KPK/ WATSAN CELL (LG & RDD) WASH programme.
Duration
Activity is desired to be accomplished in two months time at the maximum and therefore we encourage that Firms/NGO’s have the capacity and requisite expertise should come forward.
Interested NGOs are requested to submit their EOI providing the following information, and attaching any relevant supporting documents:
Organizational Background
A brief profile of the FIRM/ NGO including: name, year of establishment, mission and goals, brief history and name and contact details of focal person including e-mail and telephone numbers.
Areas of Operation and Interest:
Include information on:
Geographical areas of operation as per the byelaws of the NGO
Copies of NOC from the relevant government agency
Background Experience
Give an overview of experience working in the WASH sector, including:
Total number of projects (across all sectors) completed in the last five years
Total experience (in years) working in WASH projects corresponding to the programme components and package of services outlined above
Names and brief description of the related (WASH) projects implemented during the last three years. This should include the project name, summary of the key activities undertaken, project cost, project duration and name of the client/sponsoring agency
Three references (with complete contact details including address, telephone, fax and e-mail) in respect of works undertaken in the past
Organizational Structure and Capacity
A description of the governance and management capacity of the organization including:
existing governance and management structure
a list of the key staff and their qualifications and experience
a description of monitoring and evaluation procedures in place
a description of any statutory reporting requirements and procedures
Financial and Operational Capacity
Provide a description of the financial, administrative and operational capacity of the NGO, including:
Evidence of the legal/ registration status
An indication of the size and number of grants managed in the past year
Copies of the latest financial audit reports
Copies of any administrative procedures and operating manuals (including HR, Procurement etc.)
Description of financial management systems in place
Additional Information Provide and additional information deemed relevant to this EoI (e.g existing implementing partnerships, existing assets, resource mobilization capacity etc. including any brochures, reports etc. Three hard copies of the EoI should be submitted by 11:000 Hours on or before August 6, 2010. EoIs will be subject to evaluation against the criteria outlined in Annex -1. Only short listed NGOs would be contacted for a further in depth assessment and submission of proposals, in line with WASH CLUSTER KPK/ WATSAN CELL (LG & RDD) procedures. Please note that this expression of interest does not entail any commitment on the part of WASH CLUSTER KPK/ WATSAN CELL (LG & RDD). ANNEX-1: Evaluation Methodology
EOI submissions will be checked for completeness. Respondents that fail to comply with the requirements of the EOI Notice will be rejected and the submitting firms notified. An assessment of each complete/acceptable submission will be performed against pre-defined Evaluation Criteria (Table 1) leading to the technical score of the submission. Only information provided in the EOI submission will be considered in the evaluation.
